Abu Dhabi taps French consortium for PPP project


Phase 2 of the Road Lighting LED Public-Private Partnership (PPP) project will be carried out by the French consortium EDF (Eléctricité de France) and ENGIE, chosen by the Abu Dhabi Investment Office (ADIO) in coordination with the Department of Municipalities and Transport (DMT).

To complete the project in the capital of the UAE, DMT has partnered with Nojoom, a joint venture between EDF and ENGIE.

The project, which is a component of the larger Abu Dhabi Road Lighting Programme, entails financing, providing, installing, operating, and maintaining 133,473 LED luminaires in the Abu Dhabi emirate. Over the course of the 12-year concession period, it will result in considerable electricity savings of almost 2,400 million kWh, or a reduction in power usage of about 74 percent.

Abdulla Abdul Aziz AlShamsi, Acting DG of ADIO, said, “The completion of the second phase of the LED road lighting tender demonstrates the strength of Abu Dhabi’s PPP framework and our commitment to support partnerships between the public and private sectors to deliver strategic infrastructure projects. Building on the success of the first phase, the partnership agreement with DMT will deliver significant energy reductions across the emirate’s road lighting infrastructure, making an important contribution to the UAE’s ambitious sustainability goals.”

DG of Operational Affairs at DMT, Dr. Salem Al Kaabi, said: “The strategic partnership between the government and private sectors constitutes an important step towards adopting advanced technologies and creating sustainable infrastructure.

As we move forward with this critical project which contributes to enhancing the quality of life in the Emirate of Abu Dhabi, our team will continue to collaborate with all partners involved.”

The project was procured in compliance with the Environmental, Social, and Governance (ESG) Policy, the Partnership Projects Guidebook, and the PPP Law of Abu Dhabi. Following a thorough three-stage review of the proposals provided by pre-qualified bidders, EDF and ENGIE signed a collaboration agreement with DMT. In order to guarantee the highest standards of efficiency and sustainability, the chosen consortium provided the finest technical solution and will carry out the project across five phases, covering smaller geographic zones around Abu Dhabi.
