Google Finland Bet Reshapes AI Infrastructure

Google is committing at least $15 billion, to AI infrastructure in Finland over the next two years, its largest single investment in Europe. The scale of the programme shows how the AI race is shifting from software models to the physical systems needed to run them, with power, land and grid access becoming strategic assets.
The spending will support data centres and related infrastructure in Hamina, Kajaani, Muhos and Vaala, extending Google’s long-standing presence in the country. Finland offers a combination that is increasingly scarce in Europe: available land, a cool climate, reliable electricity and access to low-carbon power. Those advantages can lower operating costs while giving developers more certainty over future expansion.
Energy is central to the build-out. Google has signed a 22-year agreement with Fortum linked to the Loviisa nuclear plant, alongside wind contracts and battery storage intended to strengthen grid resilience. The package illustrates a broader change in data-centre economics, where securing electricity has become as important as securing servers.
For Finland, the investment is a test of how far digital infrastructure can translate into wider industrial gains. Construction, engineering, grid upgrades and network services should benefit first, while new computing capacity could also strengthen the country’s appeal to technology suppliers and AI-driven businesses.
The strategic prize is larger than a cluster of data centres. If Finland can absorb rising power demand without straining its grid or pushing up costs, it could emerge as one of Europe’s most credible locations for large-scale AI infrastructure. Google’s commitment gives that ambition both significant capital and momentum.
