Bank of England and FCA Launch Digital Securities Sandbox


The Bank of England (BoE) and the Financial Conduct Authority (FCA) have officially launched the Digital Securities Sandbox (DSS), a pioneering initiative aimed at advancing the use of cutting-edge technologies like distributed ledger technology (DLT) in securities issuance, trading, and settlement. This controlled environment allows firms to test innovative solutions while ensuring financial stability.

Open to firms of all sizes legally established in the UK, the DSS will operate until 2028. It will provide a space for participants to explore digital securities across a range of instruments, including equities, bonds, and money market products, though it excludes cryptocurrencies and derivatives.

The DSS aims to reshape how regulators oversee financial innovations, particularly as digital and blockchain-based solutions become more prevalent in financial markets. Sarah Breeden, Deputy Governor for Financial Stability at the BoE, emphasised the importance of balancing innovation with systemic safety.

This initiative stems from growing demand for digital infrastructure in the securities space, as regulators adapt to fast-paced advancements in financial technology. The BoE and FCA expect the DSS to create a foundation for future regulatory frameworks that support innovation while protecting financial markets.

As the UK strengthens its leadership in financial technology, this sandbox could bolster the country’s standing as a global hub for digital securities, offering businesses a platform to test new tools in a compliant, regulated space. The DSS also supports the broader goals of the UK government to accelerate the country’s digital economy, positioning the UK as a leader in advanced financial technologies by 2030.

With regulatory challenges and technological breakthroughs at the forefront, the DSS promises to be a significant step toward a more efficient, transparent, and innovative financial ecosystem. Firms wishing to participate must apply by 2027, with the sandbox remaining operational until at least December 2028.
