On Monday, the White House released instructions to federal agencies clarifying their responsibility to source materials for infrastructure projects locally.
The bipartisan “Build America, Buy America Act,” which applies “Buy America” to all taxpayer-funded infrastructure and public works projects, was included in the $1.2 Trillion Infrastructure Investment and Jobs Act.
The Office of Management and Budget’s new 17-page guideline supports the act and corresponds with President Biden’s “Made in America” executive order, which he signed immediately after taking office.
The infrastructure package sets a deadline of May 14 for “the head of each covered federal agency to ensure that ‘none of the funds made available for a federal financial assistance program for infrastructure, including each deficient program, may be obligated for a project unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States,'” according to OMB director Shalanda Young.
